Default Vista slow to delete and move files (even with the fix installed)

My mum recently purchased a dell inspiron 1525 with windows vista 32 bit.

The laptop is suffering from the well known bug many people found where it would take forever to delete files. I am well aware that Microsoft released a fix for the bug (I applied it to a number of PC’s when vista first came out) however, I tried to apply the fix to my mum’s laptop but windows politely tells me that the patch has already been applied and it’s not needed.

Has anyone run into a similar problem? Is there anything I can do short of re-installing vista (i’m not even sure if that will fix the problem).

The laptop came with SP1 installed and I have just installed SP2 but the problem is still there.
