i just worked it out, on my laptop the speedstep shows the cpu at 1.2ghz either option, but if you set speedstep to DISABLED then the cpu is retained at 1.2ghz (leaves it in its lowest performance state all the time) where as if you enable speedstep the cpu speed is dictated by the speedstep function where it will boost cpu performance depending on the task your doing.

so, in my case, the cpu will always run at 1.2ghz when not being throttled, and only boosts to 2.66ghz when needed.

looks like you should go in and ENABLE speedstep m8.

on my gigabyte mobo with my q6600 cpu there is the EIST function, and the C1E function, and if both are disabled my cpu runs at 2.4ghz all the time, if both are disabled the cpu runs at 1.6ghz until throttled.

in my daughter e5200 pc with asus mobo it has speedstep plus C1E and this is the same thing as the gigabyte EIST and C1E feature.

EDIT: is there any way to get the cpu to run at full speed all the time ???

need to check your cpu speed again m8, as the method i used still didnt stop the cpu running at 1.2ghz while not being flogged.

i open CPU-Z and no matter what options i set in the bios or in the power settings for the cpu, it stays at 1.2ghz, and runs at 2.66 when i start flogging the cpu.

i cannot find any way to stop the cpu from throttling
