Ok, So on one hand, you admit that Telstra have limited hardware features for business reasons, rather then technical ones.

In this instance, the limit is in place for technical reasons, and that is fair enough. I've got no problems with this, and the thread would have ended. But you asked the forum to ask themselves "Why is it so"...

Artificially limiting the number of NAT clients on a device could be used to drive customers to higher priced products. I don't know Telstras complete product lineup, so I can't name particular products, but given the history and example above, I don't believe it to be an unreasonable assumption.
