The presence of an inductor suggests it's a simple (non isolated) Buck converter..
so not just PWM, which would leave lethal voltage on the charge terminals with no battery. I also don't know how healthy that would be with a stuffed battery inserted.. e.g one with abnormally high internal impedance |
