Depends on the game and the sort of framerates you're after, but i'd think yes, it may. I've certainly noticed even my 7700K seems to limit certain games i've given a go (can't remember off the top of my head which exactly) since getting a 1080 Ti, at least ones that aren't properly threaded that is.
