The act of downloading can't cause a system to switch off. Does it actually immediately switch off or initiates a shutdown sequence?
If the latter, then that'd be purely a software issue. You can prove that by running up a Linux LiveCD such as Ubuntu and try downloading something. Bet it'll work fine. Try using another browser and see if the problem re-occurs.

More specifics on your DLing environment would help.
What are you trying to DL (coarse lvl is fine here, e.g. movie, game, etc,)? What type of client are you using to DL (usent, bittorrent, browser)? What is ur DL environment, e.g. network dynamics (e.g. 3-4 PCs sharing a router)? What hardware (modem make and model) and or ISP are u using? This information will give you informative responses otherwise were just fishing, I like rods and beers for fishing.......uhhhmmmm beer.

Try your monitor on another PC, depending on its age (or serviceability), it could be on its last legs.
