Default ATi Overscan on Win 2008

Anyone come across this and a way to fix it?

It seems I can't find how to get rid of the 10% underscan on my Radeon 6450 in my HTPC/Server box. Resolutions designated as PC seem to work fine - eg. 1440x900. I've tried disabling the HDTV options in the Registry and manually creating Custom Resolution for 1920x1080@60 and @24Hz. This is made especially hard as CCC won't open on 2008 Server.

After these tweaks it appears it might be something to do with my Denon AVR. Strangely with the Samsung TV at 1:1 it fills up correctly, even stranger is when I pull it out of the Samsung TV and plug it back in the AVR it also fills up correctly. However, if the view mode changes - eg. logging in from the home screen, voila 10% underscan back.

Will need to go ask at AVSForum in batpig's thread as well... I've had enough of this and am ready to swap the card for a nVidia just for the driver support. Any suggestions? Looking for full DXVA and to do Bitstream passthrough.
