Monitoring Network Usage in the Office

If you are not in the IT management team and have not been asked by HR/His manager you have no right to be doing any of this.

I'm the manager for our Perth office, he is the only other employee here in Perth. We are an IT company, I have no idea how this retard got a job here though. Our management in Melbourne doesn't seem to give a fuck about anything that goes on here, despite my constant complaints about this guy.

We don't have HR or IT management, the total company size is around 25 people. I am just trying to improve the situation in the office, he's obviously doing something wrong and it needs to stop.

I have tried to discuss his usage with him but he refuses to acknowledge any wrongdoing. I am 100% certain he is the problem, as mentioned, if he closes his laptop to have lunch it is magically better, if he takes a day off, it is magically better, when he is present, internet is slow as fuck.

It is a dumb switch and very simple setup for the office. I'm not sure who did it originally, was all set up before I started here. With only 2 employees in the office though, I can understand why they don't want to upgrade anything.
