Msxml 4.0

A friend of mine just installed Age of Mythology but when loading it up after the movie it says "MSXML 4.0 is not installed correctly it is required to run the game"

I'm running Win XP and I had no probs but I think he is running Win ME (checking now).

Where can you get this MSXML 4.0 as I seached but can only find the service packs. Or do all windows installs have it and he just needs the MSXML 4.0 SP1?
