Default signal

any phonesperts out there know how to improve the signal/reception on an 8250, I think I am stuck between the fringes of 2 zones cos a few hundred meters either way and I get a good signal, can I rig up some type of booster on my roof or maybe an external antenna for the phone.

Boosters are illegal, so forget that option right away.

You can get external antennae. Even if you get a carkit antennae and plug it in, that will give you an extra 3dB or so overall, but that wont necessarily solve your problem... You can also try and rig up a directional antennae and point it at one of the towers...

Though if you are in between 2 cells, there generally is not much that you can do. Your problems are generally being cause by lack of a dominant server, and the only way that you will see any change is if the configuration of either of those towers are adjusted.

The best thing that you can do is call your service provider, and log a complaint. They may or may not know about it. If they don't and it is an outdoor area, they may be able to do some things to improve thing, but don't hold your breath...

Being stuck on a cell border (i.e. in a region where multiple cells have similar C2 value) does not really disadvantage you, except in the case of being on a LA border (where the phone will constantly perform LA update procedure).

If the phone keeps swapping bases during idle mode, there is really no problem with that.

And finally, there is not really any feasible option to boost signal on such a phone.

I'm on the border, but it's the fringe area so bad signal either way,
what if I was to use 2 antennas one outside connected to one inside, wouldn't be powered so it should be legal, problem is I don't know what frequency I should be looking at for the antennas, either that or is it possible to connect an external antenna to a 8250 without having to buy a car kit?

Being powered or not has nothing to do with it. You are using equipment to transmit on the spectrum owner's band that they have not authorised.
