i unplugged everything except the essentials and got a 5 fps improvement on the halo timedemo and a very noticeable smoother flow

and i also had a look at the card and it seems HIS excalibur r dodgy bastards...the heatsink isn't touching the GPU properly and the card gets burning hot during games

so my shitty performance is the horrible combination of these two

if i RMA i'll just get another shitty HIS excalibur and it will still fuck up like my friends

and i've figured out the psu isn't the problem.....hence my friend's 430 watt working exactly the same

ok
im seeing a few problems here

1) your 12v rail is extremely high, and im thinking this could have killed your radeon. 12.6v is the highest i would allow it to rise before i got a new power supply.

you said that your tried it on your friends 430w antec and it still didnt work, that would mean that the card has phyiscal damage.

2) you said that it gets burning hot. this is pretty normal for 9700pro/9800pro cards with stock cooling ive found out.

my 9800pro is hot enough to burn you by touching the back of the board during gaming, but if the heatsink isnt mounted correctly this will cause damage without a doubt

you should RMA this card, and get a new power supply to be sure it doesnt happen again
480w antec would be my recommendation.

the thing is, that MBM program is total bs

sometimes i went into it it said i had 11.54 volts and sometimes 16.42 or whatever it is and it never moved, no matter how much gaming or if i just booted up or whatever, so i am inclined not to believe that program

i got 16875 3d marks in 2001

pretty shit eh

2003 wont' install for some reason, it thinks i'm already running the setup file

ps. another thing with this stupid MBM is i change the voltage configuration setting from winbond W8974389 crap to P4P800 and it changed to 11.52. i think this is the problem. so maybe my voltages r ok and my gfx card is just slow, or my system sucks
