Default Cel 900 temps

Apologies if this has been asked before but here goes anyways.

I got a celeron 900 on an msi board running at 1008.Temp is constantly around 38 - 40 degrees with ambient temps in the mid to high 30's.CPU has the stock intel HSF on it.
Is this a normal temp for this setup or is there room for improvement here.I am still using the frag tape that comes with the HSF and no thermal paste as yet.

Cheers

Is that 40c idle or full load? If idle, then it's not too bad, but could be lower...

My 900@1200 does about 30c idle 40c load with poor case cooling.

Edit: Just realised you said the ambient was 35-40c, don't see how you will get very much below that on air
