The slow down will occur when you transfer data between them as you saturate the IDE channel, but if the CD is not in use, it shouldn't make a difference to the HDD speed.

the controller will work only as fast as the slowest device attached.
Also the controller will only speak to one device at a time. ( this is one of the best things about SATA ) Yes this setup will slow your HDD down, but rember a HDD may have a high burst speed but its the average read/write speed thats more of a concern. Your CDR if new will be ata33 most likely and you will be getting slowed down a bit on your hdd |

ie. transfering data from a cdrom to a hdd. the ATA specs allow for each device to run at their indivual speeds during normal usage.

Without independant timing and or the use of ATAPI, or PIO mode devices sharing the channel. The speed is that of the slowest one on the channel. |

i'm trying to find a white paper, but it's proving difficult. lol i'll see what i can find. EDIT: i am talking about ultra ATA here by the way. and the closest i've been able to get to finding something to back up my statement comes from an FAQ on seagate's site. Quote:

Ultra ATA66 / 100 / 133 - Hard Drives - will work quite happy mixed with each other on a controller and using 80pin wire. "apart from the one device access at a time bit" AFAIK
