Your media is only rated at 16X...nero can and will detect your media and set the optimal recording speed

Cheers

Download DynWrSpeed_Off.zip and extract the zipped files onto your hard disk using WinZip or WinRar.
Run the registry patch contained in the zipped file by double-clicking it.
It modifies Nero so that the speeds supported by the recorder can no longer be calculated dynamically but are derived from a table in the burner's firmware.
Nero should now, at the latest, display all speeds supported by the burner provided that there is no recordable CD in the burner.

ftp://ftp9.nero.com/attach/DynWrSpeed_off.zip

are you sure that the IDE channel transfer mode is set to dma.

goto device manager> ide ata> (either secondary or primary) ide channel> properties> advanced

sometimes if the burner is not set in the right transfer mode it limits the burning speed to a maximum of 16X.
