you can use embedded visual C++ 4 which is actualy a free download from microsoft. I am using it at the moment for a uni project.
However it comes up with just the generic pocket pc 2003, no device unique buttons. Having said this. From working with this stupid PDA for the last year or so and hating its guts, troubleshooting active sync every other day and writing code to deploy to it, I have to say that they are a waste of time. Thats saying alot, I am a gadget inclined techno geek.

Visual Studio .NET 2003 has the .NET Compact Framework builtin. Once you have the framework you need to create a new project that is for a Smart Device, specify whether you want a phone / PDA etc. Then write code, when you compile and run the code it will pop up a PDA emulator. This is all from playing around with it about 18 months - 2 years ago so if I'm not 100% correct don't sue me ;o) |

Its not an emulator but u can get a remote control host so that u can control ur PDA via the computer. the PDA screen comes up and u use ur mouse to move around. Can do it when wirelessly synced aswell. Not sure if this is of any help for u tho.
