If your using XP (im not sure for other OSs) it should be under mouse in the control panel.

The fact that there is a big red cross over it indicated to me that it has somehow been disable software side.

Check the device manager too (control panel, system, hardware tab, device manager button) expand the mices and other pointing thingys thing...hehe, the right click on the one that is your touchpad. Mine is called something like "Alps pointing device for vaio" So it maye be similar on your machine. Anyway right click on it and go to properties. On the first screen, there is a drop down box at the bottom that says "Usage" or something. Make sure that is on enable. If its greyed out, it means you cant disable it. So your problem is else where. Let us know how it goes. My feeling is that your system decided to turn off your touchpad while you use the external mouse, and forgot to turn it back on.
