Default Laptop using CPU cycles while idle

I have recently bought an Acer TravelMate 4060, Pentium M 2.0Ghz and 1GB of ram.

The problem I am having is the CPU seems to be sitting around 40-60% usage even when its doing nothing.

I have a Logitech G15 keyboard hooked up to it temporarily and i thought that may have been using cycles to run the LCD display but unplugging that had no effect.

The only processes in the task manager are things like explorer, nothing is actually running anything intensive but it is still using 50% of the CPU.

This problem seems to have only occured in the last week or so.
