Without actually hearing the noise it sounds most likely a dry bearing in your cpu fan, graphics card fan or motherboard chipset fan.
Its not uncommon. Either remove the fan and replace it or remove the fan and re-oil the bearings. If you need instructions on how to do this then just ask.
