I think that mine is probably a little unusual, in that it is a very fat pipe by rights, but it's shaped/throttled locally in what is perhaps a slightly crude, unusual manner.

i'm getting 5399kbps download.. and when i do download something it is always around 30-40 kbps

Ahh! As expected: It is possible to have a reasonable upload speed in AUS. Probably your company opted for it.
