Default 64bit processing

I have a dell d620, but i need it to remain reliable and work orientated and am looking to buy another laptop.

I have no gripes with my current laptop, and would just as happily buy the same one again but cant help be curious about AMD as I have always had a AMD desktop, until my current one leaked and shat itself.

I just wanna know can 32 bit applications be compiled on a 64bit processor and vice versa. Are there any significant detriments between the two in terms of compilation.

I dont have space for a desktop and this would just be a dedicated mysql/ms sql server with vis studio installed. no games, no hardcore anything.

I would like to be able to compile 32bit and 64 is just a stuff around for me. I am a hobbiest programmer so no overly complicated explanations.
