Ive seen some with the value printed on them, otherwise multimeter it is

For most applications, the value rarely matters anyway

For ceramics not even their size can give it away due to different voltage ratings.

Had a customer with the exact same problem yesterday. Even our better meters only go down to a 400nF range, with accuracy too coarse to get a good reading. I sold him a capacitance-only meter, which goes down to a 200pf range, with about 1% accuracy - good enough to tell the difference between a 10pf and a 33pf anyway.
