Default Choppy video in vista

Hey guys, a friend of mine is having some video issues with Vista on his sytem where any form of video playback is choppy:
dvd/wmv/youtube (to a lesser extent)/avi files/quicktime, games work fine.

Has the lastest radeon drivers, all drivers installed etc etc.

His specs are:
E6400
Asus P5B
X1950PRO
Soundblaster X-FI Xtreme Gamer
Samsung 320gb SATAII
LG DVDRW
legend 2gb ddr2-667
Vista ultimate

please read:
"dvd/wmv/youtube (to a lesser extent)/avi files/quicktime"

It's not just from the DVD-Drive.

try updating drivers for everything, chipset, SMBus (if you have it), sound card etc. Try running without vista glass effects, check windows updates, just update bloody everything.
