Default can't delete file

hey guys, there is a file on my secondary hdd which has a .vob file in it which i cant delete. im not sure why this is but it says i don't have permission. Im running windows vista. i can't even delete it under the command prompt. what should i do?

boot to safe mode and try again.

Or take ownership of the file, via the security tab in properties (more info on google if you need it)

I use this in xp.
The latest version says it is Vista compatible.
