Default HP ipaq rx3400 resets.

i have 2 here that my dad found in his office the other day (there about 4 years old). one has a cracked screen but they both dont seem to hold on the battery. they won't turn on unless its pluged into power. and every time you do plug them in, they reset.

i have tried swapping the batteries around and letting them charge but still nothing. is there/could there be a dead cmos battery in it?
