I am looking at a Xigmatek HDT-S1283 based on reviews and I can leave the copper HS on the back of the board.

Not sure if the sink improves temps or not?

lol the cooler is a piece of metal how can that make noise.

Use the true 120 extreme push pull. U can choose ur own fan's

Since it is a Xigmatek hdt1283 rip off (and the hdt1283 is an excellent cooler once lapped from personal experience), not a bad choice. At low speed it is very quiet, but I wouldn't rate it as the quietest around by a long shot. I'd say that it is just a touch louder than the stock intel HSF.

The real dilemma is he trade off between noise and temperature. You could stick fans all over a heatsink and crank up the rpms but the noise would rreally suck.

Just read some reviews and found that the CM HYPER TX2 is much better bang for buck. It cost $36 and the Xigmatek is $60, the Xigmatek is better by 2 degrees but has a shit fan, its like 5db louder.
