I dont see this as a problem like it is in some other games, Servers dont get "full" to the point where you cant get in, you just get put into an overflow server. The game then notifies you when a space is open, and you can move or decide not to, depending on what you are doing.
This just puts you back in the queue until another spot opens up - great system.

200ms doesn't seem like anything to be concerned about

So tell me then; is there a way that I can pre-load the beta onto my PC so that when the game comes up for sale again Ill be able to buy and play straight away?

I'd say it's highly unlikely as the beta client is heavily simplified at the moment (it's just 2 files, the .exe and the .dat - plus not all content is available yet). That being said, I'm not too sure if there'll be some tool to update the client in the future (which may or may not need user account authentication) or if Anet will just release the final client separately altogether.
