What does this mean exactly. I know it is the better version but why? And how can I ensure that a processor I buy has it?

The D0 stepping is the latest revision of the Core i7. The improved stepping translates to lower required voltages and better overclocking. All i7's ( i7 9xx or Xeon 35xx) on the shelves today should be of the D0 stepping (hopefully, unless they've been sitting in storage for several months).

On The i7 Box, a white sticker with all the cpu details, look for S Spec which is stepping specifications, SLBEJ is a DO.
