You are maybe using the wrong words to describe the problem...

Please take a picture of the issue...

Have seen this before...

What codec do you use?

Built in codec of MPC or VLC? or a codec pack like CCCP or Divx.

EDIT: I recommend CCCP and play all videos with media player...

It should fix your issue.

That's from the resize. Either don't resize, or play with the sampling method used by your media player/graphics card for resizing.

Install CCCP http://www.cccp-project.net/ and run that file with media player...

It should fix the issue.

The problem with VLC is that it has built in codecs and they aren't always the best ones...

I find that CCCP is THE best codec pack for 99% of people.

Its great for people that want to use media player or media center and not worry about other media players...

It just works.

Those resize artifacts happens when video acceleration isn't working.
