A 7 year old LCD?!

Its either a Dead Samsung/ctx on its way out, or a POS proview which is worth killing.

I suggest you upgrade to a 24" and dont look back!

Might want to try out this program -
http://www.jscreenfix.com/

or, as suggested above, look to upgrade to a new one.

Sounds like your GPU is faulty, not your LCD. You appear to have the symptoms of graphics artefacting.

that was my first thought

this is from crysis wars so l believe it is my graphics card that is causing the problem, but a few others believe it might be my monitor, since its 7 years old.

Btw my graphics card is the MSI 9600GT Stock Overclocked 1 year old

Try sticking the monitor on a different pc first, and sticking a different monitor on your pc.

edit: Clearly can't be your monitor if you can take teh scrrenshot without a camera. Gotta be the videocard. Clean out the dust and let it cool down, then try it again.

Try leaving the case's side panel off, and even pointing a pedestal fan towards the case.

Your GPU is stuffed. Go and get it replaced under warranty or buy a new one.

Friend had same problem a while ago.
his GTX260 was ended up being the problem and it was replaced a few weeks later, However he could run a VGA cable without the issue. (instead of a DVI cable)

Your graphics card is boned, and will die a painful death.
