Default How do you turn off network transfer bandwidth limiting when using programs?

Noticed a couple weeks ago in vista at a lan when I was using winamp to play music locally the network transfer on DC++ slowed right down to kinda 10/100 speeds, as soon I quit winamp it sped up to the full gigabit speed. Tested several times with the same results.

Talking to someone there I was told windows has some regkey that slows the network speed down to give priority to the user.

Now I put windows 7 in I'm looking at disabling this key to get the full bandwidth for grabbing stuff at the at the next lan while I listen to music.

So anyone know what key it is and a easy way of disabling and enabling the settings for it?
