What OS?
Non-server Windows OSs wouldn't come with any kind of e-mail server. You'd have to go third-party... hMailServer or something. |

IIS only comes with an SMTP service, you still need something to utilise that to function as an e-mail server.
But as others have suggest, with all things IIS Google is your friend.
