Default Assigning Program Shortcut keys in XP

How would I bind Ctrl + F1 to run a program in XP ?

In the Shortcut Properties, 'Shortcut Key' only makes it bring focus to the program when its running.

I wanna make a key combo which runs a program when I hit it.

if you right click a shortcut and go to the properties, it will allow you to assign a shortcut key. something like alt + ctrl and a letter. maybe you need a third party application.
