Help with making border fade

Hey I am at school at the moment, and I need some of my pictures to have that 'fade' or 'blurred' effect as the border. To avoid like the sharpness of the picture. I know photoshop does this, but it is pretty hard to install and download photoshop at school. Is there some other program that does this?

Paint Shop Pro is shareware, freely downloadable and will do that standing on it's head and farting Dixie.

PaintShop Pro is a commercial package, and you can download a 30 day demo version. They (JASC) also make a program called Image Robot if you need to do this to like 1000 pictures.
