Default A Tuner too far?

I have an old PC I've been using for digital TV recording for a while now and all has been good. The other week I decided to set it up with more than one digital tuner so I added an ASUS 3100 USB tuner. It ran fine with the already installed card ( A Tevion card with Phillips tuners ).
Flushed with success I grabbed two more of the ASUS tuners thinking to add them to the machine but I have hit a snag. Currently I have two USB tuners and the card, all three appear as available in webScheduler but only the card and the original USB tuner work. WebScheduler starts the second USB but stops again with a log message that the Producer didn't start.
Is there a limit to the number of tuners that WinXP can handle?
