Default Is plugging this into a Desire HD going work or break it?

Two things. First is that I don't think there would be enough juice on a phone's USB port to power anything and second, how do you intend to install what is most likely windows software on the android? I somehow doubt the phone would come with v4l or dvb drivers

In short, probably won't damage the phone, but it's not going to work either

its a standard USB plug and the android phones have mini usb sockets

A simple adapter fixes that.

The first real problem is does the Desire HD support USB host mode - apparently it does with hacked drivers.

Second is getting a working driver for the camera.

not too sure if the USB port on the phone will give this USB camera enough juice would be another of your problem.
