Default disabling turbo boost on i7 laptop

hai guise, i have an i7 samsung laptop, with the turbo boost thinga majig, and i was wondering if theres a way to disable it from saving speed? and lock it to max speed all the time?

apparently theres an option in bios to disable it, but i heard it doesnt lock max speed if disabled.

reason i ask is because my laptop is almost always plugged into the power and its kinda pointless to save the speed/power.
