How much of a performance impact will I see at 1080p for those games if I go for a 3gb 1060 instead of a 6gb?
Other than RAM the 3GB model has less CUDA cores than the 6GB model and that difference in CUDA cores along with the low VRAM can affect performance. You need at least 4GB for most current games so the 6gb model is a sure bet for future proofing.
If you want a second hand GPU that will do what you want, look for a GTX980. Good value for their prices, they are around the level of a GTX1060/RX580.
cheaper but are less power efficient than a 1060 (the 980 is 165W while the 1060 is 120W). the 1060 is like a 980 but with an extra 2gb of VRAM since the 980 only came with 4gb, only the laptop 980 came with 8gb. So still better off getting a 1060.
Galax EX GTX1070 is only $549 at MSY, not sure if that's within your budget. Some people might scoff at the brand but I have one and it's fast and quiet and overclocks like a monster.

Tho at ultra+ detail (mein lieben) my system uses up to 6.3gb of video ram and over 7gb of system ram playing wolf 2 at 2560x1080. 97% gpu and ~60% CPU. I would suggest a minimum 6gb 1060 for future fps games using this type of engine.
On my ancient tech (but relative to your gear) 2500k I get constant 60fps on GTAV ultra on a 1440 display - with a also ancient amd 290 gpu. At 1080 res you don't need much -maybe grab a cheap secondhand 290 or 390 for ~ $120 which will keep you gaming while you save for a better monitor/gpu combo in the near or far future. If you do go down the older AMD gpu path get one without the reference cooler or include it in your wc loop(ref cards were noisy).
