    Quick question

I purchased this off a member a couple months ago, but the IS urks me...

It produces a loud noise when focusing and while looking through the viewfinder it shifts the frame....

    Is this normal?

If it is anything like nikkors "VR" system you will hear a CLICK then you half press which activates the VR/IS and you will hear a faint whirring noise which are the gyros spinning I think.

    In a word, yes.

The IS in my 24-105 makes a bit of noise when it's doing it's thing and the image through the viewfinder can wobble a bit as it's trying to offset the camera movement.

when you initially activate the IS (by focusing) the image in the viewfinder can sometimes 'jump', but then it should quickly settle down and any movement should be slow and smooth.

IS in the 55-250 (and 18-55 IS) is different to the IS in most Canon IS lenses, it's accelerometer based rather than gyro based. A quick fiddle with the one I have, it seems to be a lot jumpier than the gyro based lenses I have.
