CoolChip (with what appears to be support from CoolerMaster) has created a new air cooler design. Hands On: https://www.youtube.com/watch?v=F7SPbV76zng&feature=player_detailpage#t=90 Science: https://www.youtube.com/watch?v=JWQZNXEKkaU&feature=youtu.be&t=59s science TLDR They're claiming 50% more efficiency when compared to a server rack blower, and 20dB quieter. The only downside i see as that they don't get a directional outlet, to expel hot air from the case. I also wonder if these can be mounted vertically. Perhaps a new direction for air-coolers?
