    from https://www.accc.gov.au/consumers/internet-phone/monitoring-broadband-performance -

We need volunteers across many different retail service providers over a range of broadband technologies and on different retail speeds and plans. We’ll be testing NBN services, as well as some ADSL and next generation fibre services. At this stage, the program will not test mobile, satellite or fixed-wireless broadband services.

Yes, it's definitely not NBN only.

    Also:
"The majority of the testing will be on NBN services, however, there will be some testing other next generation services and also some ADSL in the early part of the program."

    https://www.accc.gov.au/media-relea...alians-to-sign-up-for-broadband-speed-testing

... and this is probably also a hint, yeah?

Of course I just -love- being accused of not reading the article by people who haven't read the article.

one problem I have with this is they are just measuring layer 3 throughput, they need to correlate that data with layer 1 for DSL services and input from the backhaul operators to correlate *why* poor throughput it occurring.

it's a good start, but more data needed.
