    Yes you would arrange the expansion cards like that,

    But your biggest issues are why are you throwing money away on such high end components and on windows.

    For a decent media center *nix is your best option, unless you want .wmv and ads. With *nix you will also want an Nvidia card as ATi is an enemy of your freedom.

    H55 and I5-650 is the way to go IMHO .
    I built mine a month ago , it's extremely quiet plays everything and best of all passes unencoded DD and DTS to my amp without stuffing around .
    Windows 7 Media Centre works extremely well , It leaves me wanting for nothing . Resuming from sleep using the remote works .

    Went with the : Antec 2480 case (very quiet with 430W PSU)
    Leadtek 2000DS tuner $80
    GB H55 mobo $119
    1.5TB WD Hard Drive $130
    2gb Ram $60
    I3-530 $140
    Aim media remote $25 (Leadtek remote was not as nice)
    cdrom , hot swap drive bay I had lying around

    Best part is my wife has no dramas operating it .

    couple of questions if it is :

    1) is the infrared generic or is it tied to this particular remote ?
    2) is it a learning remote ?
    3) can you sleep from the remote ?
