Wife has a Toshiba Radius L40W-C. A few years ago while in Japan it failed to charge after battery drained.
Thought the charger was stuffed so took the notebook to Bic Camera and tested it on a generic charger - still no charge.

We flew to Africa after that and when the notebook was plugged in there it worked fine. Have used it in other countries with no problems.

The charger says input is for 100-240V, 1.3A, 50-60Hz

Going to Japan next month and dont want to take this if it wont charge and dont want to buy a new one.

    Any ideas?

Probably because Japan's supply voltage is only 100v, add in some fluctuation and it may be too low for your power brick.

As above, Japan will see as low as 85V (especially in cheap rentals or hotels with strained grids) so a 100v adapter is not gonna work.
