Not sure what that means, you'll have to pardon my lack of terminology recognition.

If I'd guess and from the replies I've had sounds like an os failure possibly caused by virus

do you have your important stuff on a backup ?
at worse, you do a reinstall, you can get to safe mode, so backup all your docs, pics, emails etc
DarkYendor says his in perth, maybe he might help you ?
you could even upgrade to win 10, not sure if its still free though

Is it something like this popping up in the bottom right corner of your screen?:

If so, it's just a browser push notification that you accepted.

    you dont

    1. Boot your computer
    2. Press the F8 key before the Windows logo appears on your screen
    3. At Advanced Boot Options, select Safe Mode with Command Prompt
    1. Type:
rstrui.exe < in the black window after c:/ or watever
    2. Press Enter
    3. Follow System Restore instructions to restore your computer by choosing an available restore point from the list

very true, what now you need to go into windows, press 6 buttons, reboot to choose safe mode
what happens when you cant get into windows to start with
so then you need bootable media which most average users dont have, or dvd drives for the old school
