So I can only get ADSL1

    The bit where the owner of the premises on-sells network (internet) access to a third party without a carrier license. You can run point to point links in the unlicensed bands (within ACMA rules) to your heart's content, no problem there.

    But he isn't buying anything from the from the owner, he is using a separate port on the NTD with a separate contract with an ISP, still not understanding what is illegal about this.
