    Samsung Galaxy Z Flip or Motorola razr? Bit gimmicky but they're small android phone from known brands.

    What about the original iPhone SE? Small fast and fully functional.

    if you're platform agnostic, the current iphone 12 mini is the best specced device you'll get in the smallest package.

    otherwise, galaxy S10e (but a couple of generations old now).

    Apple Watch with LTE would do the trick - can be out without a phone and still connect for calls/sms/apps. Apps have basic functions (pretty sure you can call an uber to location to get home) but could work.
