Basically, i have a website with a bunch of javascript on it that i want to turn into an iphone application. I would like users to be able to access it offline too.

    Is this possible?

Just so there isn't any confusion, I am not looking at creating a website link on the home screen either.

You can do a fair amount with JavaScript and the HTML5 APIs these days including offline database and storage. Even get it to behave like a native app. I just finished an offline app recently that works on Android or iOS and was written entirely in HTML5. No PhoneGap needed either.

    Good starting link:

Mobile Jquery is pretty darn easy to use in terms of making the actual site, and making it look like a mobile app/site. With no mobile experience, and zero design experience (only html & jquery skills), it took about 2 hours to make this mobile version of our site: http://m.gearbot.co.nz.

Jquery Mobile does all the css & images, and is theme-able. You could then wrap it up with Phone Gap into an app :)
