On a normal system yes, on Azure... well they're still ironing out a lot of glitches years in. The leap day was the best one and there's been a swagger of them since launch which have been quite horrid. The most recent was only November last year and affected nearly every zone and nearly every app. The Azure team really don't have staggered rollouts down pat yet, nor do they have performance sorted for low level instances. Amazon eat them alive in this regard. Microsoft may be touting the "cloud first" mentality, but they're really lacking when it comes to agile development and continuous deployment. Their whole development methodology had been stuck in the waterfall model for so long that they're not experts yet at any other.
